The regular meeting was called to order at 9:00 p.m. The President noted that, per advice from AMA legal counsel and the By‑Laws Committee, no proxy voting would be accepted. Proxy representatives for VPs could participate in all respects except voting. (HQ note: with District VIII represented by proxy and no NAA representative present, the maximum number of votes was 13 — 10 VPs, President, Secretary/Treasurer and Executive Director.)

I. Nominating Committee Report

On behalf of the Nominating Committee, Cliff Piper read the following nominations approved for the 1979 election ballot:

Note: The following day, Chuck Foreman, chairman of the nominating committee, advised that the nomination for Betty Stream had been withdrawn and the name of John Byrne was substituted for inclusion on the nomination ballot.

II. Special Interest Groups

This portion was conducted as an open forum between Council members and representatives of the special interest groups. Prior to the meeting, all special interest groups were invited to attend to establish basic guidelines for recognition by the Academy.

President Witt noted several main issues requiring discussion and clarification:

A. Membership Criteria

  • AMA insists that special interest groups require their members to also be AMA members (excluding non‑citizens). Witt emphasized it is improper to delegate authority to a special interest group that does not fully represent members of the parent organization. Representatives generally agreed this criterion was reasonable and acceptable.

B. Two Groups Representing the Same Interest

  • The Council discussed how to distinguish between organizations of like interests and determine which best represents those interests, particularly when disagreements occur. Agreed guidelines:
  • A special interest group seeking AMA recognition should file a petition with the Council including credentials:
  • Membership roster showing AMA membership
  • Statement of purpose and/or by‑laws
  • Sample of communication medium
  • List of officers
  • Size of an organization is not critical.
  • The Council will review petitions case by case at regular Council meetings.

C. Control Line Fragmentation

  • Discussed the need to establish an umbrella association of Control Line groups to unify CL for international sporting events and provide inter‑communication among CL disciplines.

D. Input to the Contest Boards by Special Interest Groups

  • Noted that specialized advisory committees to the Contest Boards already exist and provide input during rules change cycles. Coordination between advisory committees and special interest groups was deemed desirable.

Witt concluded that these inputs would be considered by the Council for action at a future meeting. He requested that only time‑critical items be considered at this session and that other matters be deferred until the fall Council meeting.

III. Model Aviation Magazine Review

As per Motion 6 of the April 1979 Council minutes, publisher Carl Wheeley submitted a document (dated July 20) requesting:

  1. Withdrawal of maximum advertising restrictions.
  2. Withdrawal of magazine size (page) restrictions to allow flexibility amid inflation.

Motion: (Moved by H. Smith (XI), seconded by K. Morris (VII))

  • Increase advertising limit in Model Aviation to 30% (from 25%); remove page limit; design the magazine budget so it does not lose money.
  • Result: Motion failed — 6 for; 7 against (I, II, III, IV, V, VI, X, President).

Discussion was lengthy. A motion to end debate by H. Cain (VI) carried 9 to 3 (I, V, X against). The President instructed the publisher to prepare a specific cost study of options for review at the next Council meeting.

  • Table the magazine subject until the next Council meeting.
  • Result: Passed — 9 for; 3 against (IV, IX, S/T); 1 abstained (President).

IV. Film Review

Brief reports by John Worth (ED) and Cliff Piper—Council‑appointed monitor—indicated the Scale film was close to completion and expected to be available for viewing at the November Council meeting. Producer Mr. Gerber was reported to be working within budget.

V. By‑Laws Committee Report

Chairman Vince Mankowski read Committee recommendations proposing the following amendments to be presented to Leader Members for vote:

  • Amend Article XI, Section 1 by striking "consisting of fourteen members."
  • Amend Article XI, Section 2 to read: The Executive Council shall be composed of the President, the 11 District Vice‑Presidents, Secretary/Treasurer, Executive Director and an ex officio member, who shall be an officer of the National Aeronautic Association designated by the NAA. The ex officio member shall have the right to vote, but his vote shall not be counted in determining if a quorum is present at a meeting. The AMA President shall act as Chairman of the Executive Council.
  • Amend Article XI, Section 4 by adding: There shall be no proxy voting; however, a Vice‑President may designate an Associate Vice‑President from his district to represent his district at Council meetings with all rights and privileges except the right to vote. (This amendment recognizes existing D.C. law and is proposed for clarification.)

Additional recommendations:

  • No change to the By‑Laws at this time concerning the Secretary/Treasurer's responsibilities; this will be studied further.
  • The By‑Laws as a whole should be studied with additional recommendations after or in conjunction with Long Range Planning sessions.

The President, a member of the By‑Laws Committee, gave a minority opinion opposing the amendment concerning the NAA representative.

  • Adopt the Committee recommendations.
  • Result: Passed — 10 for; 2 against (VI, President); 1 abstained (I).

VI. NMPRA (National Miniature Pylon Racing Association)

The Council had requested NMPRA leadership respond with guidelines for more stringent safety rules by the August meeting; this item was not taken up because the NMPRA President was in the process of moving and had not responded. The Executive Director agreed to seek a reply for the next Council meeting.

VII. Flying Sites

Motion: (Moved by H. Smith (XI), seconded by C. Foreman (IV))

  • Table discussion of the Executive Director's proposal concerning flying sites to the next meeting.
  • Result: Passed — 9 for; 2 against (VII, IX); 2 abstained (X, President).

VIII. 1980 Indoor World Championships

Bill Mathews (V) spoke on behalf of proponents for a U.S.-hosted Indoor World Championship. He noted that Council approval to offer a tentative bid would not obligate a final binding decision.

  • Give approval to offer a tentative bid to the FAI for a U.S.-hosted Indoor World Championships.
  • Result: Passed unanimously.

IX. 1982 Control Line World Championships

Motion: (Moved by J. Worth (ED), seconded by C. Piper (I))

  • Tentatively approve the Chicago proposal for the U.S. hosting of the 1982 Control Line World Championships.
  • Result: Passed unanimously.

X. Reinstatement of Category I Outdoor Ornithopter Records

Motion: (Moved by V. Mankowski (XI), seconded by J. McNeill (S/T))

  • Table this subject until the next meeting.
  • Result: Passed unanimously.

Candidates for 1980–81 Secretary/Treasurer

John Byrne

Bayside, NY — AMA No. 171 (Club Delegate)

Too long the office of AMA Secretary‑Treasurer has been considered a post of minor importance, a "do‑nothing" position instead of a job. Past holders, including the current interim appointee, have been unduly limited by the extremely narrow authority prescribed by antiquated By‑Laws (e.g., "to monitor the financial affairs" of AMA). Monitoring finances is the basic requirement and a responsibility I hold paramount, but it should not be discharged by an occasional trip to HQ followed by a perfunctory report.

The membership needs a Secretary‑Treasurer who will plan for an economic future we can all afford and has the courage and ability to follow through. As a two‑term District Vice‑President of AMA, I have a thorough knowledge of its operations, policies and personnel. I am aware of AMA's merits and shortcomings and am eager to tackle the latter. I have preserved independence and objectivity — important qualities in a Council member whose vote can be decisive. I will use my Council vote at every opportunity.

Jim McNeill (incumbent)

Birmingham, AL — AMA No. L‑9 (Life Member)

Jim is seeking re‑election as Secretary/Treasurer and has eight years' experience as an AMA Council member — two as Associate VP at four Council meetings, five years as District VP, and one year as Secretary/Treasurer. The defined duty of the office is "to monitor the financial affairs of the Academy." Jim has done this with dedication, making regular trips to Washington, D.C., and reporting his findings to the AMA Council.

He originated a Secretary/Treasurer column in Model Aviation this year, providing regular financial reports and discoveries. Jim began the current style of including pictures of AMA members in District Reports and, together with Larry Bolich, originated the "Award of Excellence" system to honor deserving chartered clubs. With John Worth, he helped conceive the manner used to identify Life Members (the "L" designation). Appointed AMA Historian after Willis Brown's death, Jim has written Life Members' histories in Model Aviation to encourage new Life Members. Total donations to the Academy through Life Members total almost $50,000 to date.

Jim voted against the last big dues increase and has consistently voted against mandatory magazine subscriptions. If re‑elected, he will continue to report on sensitive money issues and monitor AMA HQ. Jim will also continue featuring faces and names of model builders in his magazine column — believing the people behind the models are what make the hobby great. Vote for Jim.

1980 Nationals Site

Dick Nutting, an active modeler in District III and newsman at WLW‑TV in Cincinnati, presented a proposal for the 1980 Nats site in Wilmington, Ohio. The old Air Force base appeared large enough to hold all radio control, control line, and free flight events at one location; a helicopter site was nearby, facilities were in good shape, and dorm facilities appeared adequate. Kings Island Park and the Cincinnati Reds expressed interest in promoting the Nationals.

The Executive Council unanimously authorized Dick Nutting and Chuck Shade, through their District VP Don Lowe, to enter serious negotiations for the proposed site for the 1980 Nats. A Nats Site Committee has since been formed in District III with Chuck Shade as chairman. The Wilmington Chamber of Commerce and the Greater Cincinnati School District were reported to be working on site plans, and a comprehensive proposal was expected for the next Council meeting.

XII. Associate Vice Presidents Receiving Updated Lists of Clubs

  • Direct AMA Headquarters to supply each AVP with a minimum of three current lists per year of AMA chartered clubs within his area.

XVI. High Vote of Confidence

  • A vote of confidence to allow John Worth to continue to operate AMA Headquarters as in the past, with direction and guidance from the Executive Council.
  • Result: Passed with all for except 1 abstention (VI).

Statements from AMA District Vice‑President Candidates

Dist. 1 Candidate

Cliff Piper (incumbent) — Atkinson, NH Cliff has represented New England as Council Vice‑President for 12 years and has been active in model aviation for over 45 years. He still builds and flies FF and RC. A businessman with over 25 years in retailing, Cliff is Training Director for the Associated General Contractors of New Hampshire. Nationally, he has helped run the Nats as tabulation chief for many years and is active in the junior program. Cliff is concerned about controversial issues such as mandatory magazine dues increases and seeks input from members. He highlights upcoming concerns including new RC frequencies, flying field procurement, new films, better insurance, and an overview of 1/4‑scale electric flight. Cliff solicits your vote and your inputs.

Dist. 3 Candidates

Dave Brown — Cincinnati, OH Dave is a well‑known competitive RC pattern flier who has flown and competed in virtually every AMA event. His wife Sally has served as secretary‑treasurer of the NSRCA for five years. Dave has worked in the industry nine years and supported AMA programs. He has served as the RC Contest Board member for four years and as Contest Director for the Mint Julep Meet. He asks for your vote and urges members to vote to overcome apathy.

Joe Eiben — Cleveland, OH Joe is an active Associate VP and a dynamic candidate known for fresh ideas and the ability to lead and organize modelers. He has represented the District at AMA Council meetings and earned respect for his concern for sport fliers, youth and realistic rules. At 36, Joe is one of the youngest District managers at Falk Corporation. He is Contest Director, president of the Cleveland Aeromodel Society, officer of the Lyndhurst Barnstormers, member of the Cleveland Radio Control Club, and Director of the National Model Plane Show. Joe brings together FF, CL, RC and plastic modelers and seeks the District's support for change.

Dist. 5 Candidate

Bill Mathews (incumbent) — Birmingham, AL Bill has built and flown model airplanes for 27 years. He began in RC with push‑button transmitters and escapements, and remained a sport flier in RC, CL and FF until about five years ago when he began competing in FF. Bill is a member of the Birmingham Radio Control Association and has been its newsletter editor for two years. He is editor of the FFFliyer, newsletter of the Alabama FFFlyers. Bill wishes to develop a junior program with emphasis on CL and FF. Since becoming VP of District V in January 1979, Bill has visited every state in the District and plans to visit Puerto Rico; he hopes to stimulate more communication among clubs and modelers.

Dist. 7 Candidate

Hardy Brodersen — Birmingham, MI Hardy served a term in 1976–77 and emphasizes experience, judgment and effectiveness in Council business. He favors a unified Nationals, supports Model Aviation while open to optional subscriptions, and feels the sport flier is receiving good insurance and frequency work from AMA. He intends to continue District VII East and West meetings and to use his experience to serve the District.
