32-G OPEN 1/2A SPEED PULL TEST EFFECTIVE IMMEDIATELY

After conferring with and agreement from AMA President Earl Witt and Speed Advisory Committee (SAC) Chairman Gene Hempel, CL CB Chairman Ron McNally announces immediate enactment and enforcement (effective October 1, 1979) of a safety proposal to increase the pull test in the Open age division of Class 1/2A Speed from 25 Gs to 32 Gs. (For a nominal 1.0-oz. model this increases the pull test from 15.75 pounds to 20 pounds.) The pull in Gs at present record speeds exceeds the 25G pull test. Gene Hempel initially suggested the safety proposal; Ron McNally wrote the actual proposal to start the safety proposal process in time for inclusion in the next AMA rule book.

Contest Board Procedures provide for immediate acceptance and implementation of safety proposals either (1) by agreement of the AMA president and appropriate Contest Board chairman, or (2) by vote of the entire Contest Board concerned. In either case, the procedures require the actions to be published and for a ratification vote by the Contest Board to take place four to six weeks later; ratification is required for the emergency action to become a permanent part of the official rules.

The Open 1/2A Speed pull test of 32 Gs is effective as soon as it is published and is available to AMA membership. This article constitutes the publication required by the Contest Board Procedures. With this issue expected in readers' hands by October 1, 1979, the date of effective enforcement is set for October 1, 1979. The ratification vote is set for November 1, 1979. Those wishing to affect the outcome of this ratification vote, pro or con, should state their views to their district Contest Board members by November 1, 1979.

OTHER CL SAFETY RULES EFFECTIVE IMMEDIATELY

  • D Speed pull test increased to 48 Gs. Effective date: October 1, 1979.
  • Jet Speed pull test increased to 48 Gs. Effective date: October 1, 1979.
  • Guidelines for approved construction of single-blade propellers will be prepared and, when finalized, will need CL Contest Board approval. If accepted, the guidelines will take effect with the 1980–81 AMA rule book distribution.

Contest Board Procedures permit quicker-than-normal consideration and implementation of proposals pertaining to interpretations, safety and/or emergency matters. The AMA president and the chairman of the appropriate Contest Board can rule on such proposals, or the ruling can be by vote of the appropriate Contest Board. The Control Line Contest Board voted (seven of eleven members responding by the deadline — Districts II, III, IV, V, VI, VIII and IX) to increase the Class D Speed and Jet Speed pull tests to 48 times the model's weight and to provide guidelines for single-blade prop construction.

  • D Speed pull test to 48 Gs: CB voting was unanimous to increase the pull test on an emergency basis. The majority favored immediate enactment/enforcement.
  • Jet Speed pull test to 48 Gs: CB voting results and reasoning were identical to the D Speed action.
  • Guidelines for single-blade props: On the advice of the Speed Advisory Committee, guidelines were favored over an outright ban. Voting was six to one in favor (District VI opposed). The actual guidelines were not included in the proposal; when finalized they must be approved by the CL Contest Board and will take effect when the 1980–81 rule book is distributed.

Ratification Vote: A ratification vote by the concerned Contest Board is required four to six weeks following publication. With publication expected around October 1, the ratification vote is expected by November 1. Anyone wishing to affect the outcome of the ratification vote, pro or con, should state views to the district Contest Board member prior to November 1, 1979.

INDOOR COMMITTEEMAN FOR AMA DIST. XI

  • In a unanimous vote, the Indoor Team Selection participants of District XI elected Dave Hagen as their representative. The Indoor Committee welcomes Dave and hopes for increased activity from this area. Efforts are underway to secure the Seattle Kingdome as a flying site — potentially one of the finest high-ceiling indoor sites in the west.

CHANGES TO RULE BOOK SANCTIONED COMPETITION SECTION

The Contest Boards are responsible for most revisions and updating of the AMA rule book, but the AMA Executive Council has responsibility for classes of AMA sanctioned competitions in Section 1. At its April meeting the Executive Council considered changes to this section for the next rule book proposed by District VII Vice-President Horace Cain. A motion called for a rewrite of the proposal and submission for mail ballot.

The rewrite and ballot were distributed May 31; the Executive Council response was in favor seven to two. Voting approval were Districts I, II, IV, VI, XI, the President, and the Executive Director. Opposed were Districts IX and X.

The text of the revised rules in Section 1 follows. This material will be printed in the 1980–81 Official Model Aircraft Regulations. Contest Directors applying early for 1980 sanctions should note these new rules to determine the proper category effective January 1, 1980.

  • In Class A, AA, AAA and AAAA Contests there will be no preferences or priorities extended to any participants on any geographical, organizational, cultural or social basis. There will be no maximum limits on registrants. Any such restrictions automatically relegate the activity to one of the other classifications. These activities will be conducted by licensed Contest Directors according to these official regulations.

(Note: Liability protection for site owner(s) and/or sponsor(s) in connection with AMA sanctioned events may be obtained from AMA HQ at extra cost as an optional insurance item. This is provided as a service to contest directors and sponsors but such insurance is not required.)

1.1. OFFICIAL MEDALS

  • Official medals of the AMA shall be available to clubs and organizations as awards for achievements in model aeronautics. Medals shall be available without engraving or date so they may be used at other contests or may be returned to the AMA for credit or refund. Medals which have been engraved or damaged may not be returned.
  • Gold finish medals signify first place, silver finish second place, and bronze finish third place or other places.
  • Requests for medal order forms should be directed to AMA Headquarters. The applicant must provide shipping address and payment for postage and handling charges. Medals will be shipped within five days of receipt of order and payment. If delivery by other than parcel post is desired, include instructions and payment for extra charges. If payment is not included with the application, medals will be shipped C.O.D. Medals returned for refund or credit must be accompanied by instructions and be postage prepaid.
  1. APPLICATION FOR SANCTION
  • All sanction applications, except for AMA-sponsored National or International Contests, or finals meets of AMA team selection programs, must be submitted by a Contest Director to the appropriate district Contest Coordinator no more than one year and no less than 30 days before the proposed contest date.
  • Record Trials and Demonstration event applications may be made as little as 20 days before the proposed date.
  • All sanction fees must accompany the sanction application.
  • Applications for sanctions in the next calendar year must be accompanied by evidence that the CD has paid his fees that year or is entitled to free membership the next year; otherwise the next year's fees must be enclosed with the application.
  • The Contest Coordinator will forward the sanction application and fees to AMA HQ if the contest is valid.

2.1. Rain dates are not recognized by AMA. If a contest is cancelled due to inclement weather, the original sanction may be renewed only if the new date is cleared with the district Contest Coordinator and AMA HQ is notified.

2.2. A sanction can only be issued for continuous dates. If at least a full day separates events, separate sanctions must be obtained for each.

2.3. For traditional meets (per Contest Coordinator Guidelines), sanction applications must be submitted by March 15.

  1. CLASSIFICATION OF SANCTIONED CONTEST
  • To determine a class of meet in which the number of events is a factor, only events published in the current AMA model aircraft regulations (rule book) are to be counted. These include Official, Provisional, or Supplemental events.
  • Other non-official events may be held (if they do not violate safety provisions) but are not to be counted for meet classifications.
  • Events listed on the AMA sanction application may be counted; each line on the application is considered a separate event.

3.1. DEMONSTRATION

  • Flight activity performed by a small group of fliers before a crowd of spectators, primarily for instruction and/or publicity.
  • In addition to the regular sanction application, a brief description of events and special safety precautions must be included.
  • Headquarters will review and approve if the event will not affect contest safety.
  • Demonstration events will not be scored as official competitive events.

3.2. SPECIAL EVENTS HELD IN CONJUNCTION WITH A REGULAR CONTEST

  • If events not described in the current regulations are to be flown, a supplemental list must be included with the sanction application.
  • Headquarters will communicate through the Contest Coordinator any suggested additional safety requirements.
  • Special events will not be counted when determining contest class status.

3.3. RECORD TRIALS

  • Competition conducted solely to provide opportunity to fly in record classes to establish or surpass existing official world or national records, with no awards other than certificates and records.
  • Special safety precautions shall be made in record attempts.
  • Record Trials may be restricted by geographic area or club membership.

Sec. 1 Changes (Cont.)

  • Restrictions based on industry or service must be spelled out in detail on the sanction application so the Contest Coordinator may decide whether conflicts exist. For example, an armed forces contest would not conflict with a civilian contest. A manufacturer's invitational would not conflict with a club contest. These will be listed as Class B Contests. No protected drawing area criteria will be applied to Class B Contests.

3.5. CLASS A CONTEST

  • A contest with unrestricted entry (to AMA members) that may or may not offer awards, or an organized get-together of modelers for fellowship, mutual interests and/or goodwill. A Class A Contest may include AMA rule book events, special events, fun-fly events, or any combination thereof.

3.6. CLASS AA CONTEST

  • Entry unrestricted (to AMA members) and provides at least four sets of important awards through two or more places.
  • Must include at least two events listed in the current regulations.
  • Separate age classes in one event will not be counted as separate events for this purpose.

3.7. CLASS AAA CONTEST

  • State or regional championships with unrestricted entry (to AMA members) that provide at least 12 sets of important awards through three or more places in each event, with at least two events having separate Junior and/or Senior categories.
  • Examples of qualifying combinations are given (e.g., four events each divided Jr./Sr./Open; six events each with Jr.-Sr. and Open; etc.).
  • Must include at least three events listed in the current regulations.

3.8. CLASS AAAA CONTEST

  • A national championship event designated for a contest within its primary area of activity on a once-per-year basis (e.g., annual Free Flight Championships designated by the National Free Flight Society; annual Radio Control Pylon Championships designated by the National Miniature Pylon Racing Association).
  • For coordinating purposes, such meets shall have a protected drawing area equivalent to AAA contests.

3.9. AMA SPONSORED NATIONAL OR INTERNATIONAL CONTEST

  • Exclusive sanction class for events specifically approved by the AMA Executive Council and budgeted for operation from AMA funds (e.g., annual AMA National Model Airplane Championships, AMA-hosted World Championships).
  • Such meets shall have a protected drawing area in which no AAA or AAAA Contests shall be sanctioned anywhere in the country on the same date(s).
  • A or AA Contests may be sanctioned if at least 1,000 miles away — any exceptions only by Executive Council approval.

3.10. FAI TEAM SELECTION CONTEST

  • Contests held to qualify participants for AMA or official teams to World Championships shall be sanctioned in the normal manner, except finals meets of AMA team selection programs which shall be automatically sanctioned and made known by AMA Headquarters.
