There will be no column as such this month because I have three Rules Change Proposals to publish that have been classified as Urgent Proposals by myself and the Contest Board chairperson. Approximately four weeks after publication, a ballot will be sent to the proper Contest Board to ratify the proposals. If ratified, the proposals will go into effect January 1, 2003.

Urgent — Control Line Navy Carrier
Add new paragraph 3.4.1:
Delete the phrase "The length of the passage attached to the motor" from Section 3.4. Add a new section 3.4.1 to read as follows:
3.4.1 The length of the passage through which the exhaust exits the engine may not be longer than three inches measured from the centerline of the engine cylinder along the centerline of the exhaust passage. Exhaust ducting beyond the three-inch limit is permitted provided that there is at least 1/8" clearance at all points between the additional ducting and the exhaust extension attached to the motor. Fuel of standard formula will be supplied by the contest organizers. The percentages of ingredients in the fuel mixture supplied must be accurate, consistent with careful and accurate mixing techniques. The fuel shall contain not more than 10% nitromethane, not less than 20% lubricant, and the rest shall be methanol. If the contestant uses this fuel, the length of the passage through which the exhaust exits the engine is not restricted.

Urgent — Outdoor Free Flight
Event 128 — Moffett Rubber
- 128-6 Replace current wording with:
Take-off gear: Take-off gear shall support the model unassisted on three (3) points on the take-off area and support the model during all unassisted take-offs.
- 128-7 Add to current wording:
Model must be held before release in such a manner that all three (3) of its supporting points as defined in paragraph 128-6 are in contact with the take-off surface. Model must take off unassisted while in this position.

Classic Power
Under Free Flight Power, paragraph 3, Definition of C (Classic): add the words "geared engines" between "auto rudder" and "or folding propeller." The new sentence would read:
"The limitation permits no variable incidence wing or tail, extensible surface, auto rudder, geared engines, or folding propellers."
