Articles examining the latest happenings at the FCC abound in news magazines. The one that caught my eye this month appeared in Time. Using a classic Time sidebar, the article did a good job of explaining the four leading schemes for wireless communications.

What it didn’t explain, though, is just where in the radio spectrum all this communicating is supposed to take place. To find out exactly what was going on, I faxed a copy of the article to Ray Kowalski, AMA’s attorney before the FCC, then called him to talk it over. Here’s what I learned:

The article primarily concerned Specialized Mobile Radio (SMR), but it also discussed satellite-based systems, cellular phones, and the Personal Communications Network (PCN). Of those four, it is the activities in the SMR frequencies that most caught the attention of the communications industry.

In the past, SMR had been relocated primarily for use by dispatchers for taxis and trucking companies. Tucked away and underdeveloped, SMR was something of a neglected medium. That was until designers figured out how to revamp SMR into a modern digital cellular communications network.

The article quoted some numbers that can be very enlightening when you look at their implications. A newly formed company, Nextel Communications, purchased 2,500 frequencies from Motorola for $1.8 billion. It is estimated that it will take at least another $2.5 billion to change the current SMR system into a cellular network. The money reportedly is already in place, and the system is expected to be operational nationwide in 1995.

Why would anyone invest so much in a system that offers essentially the same services as the current cellular system? The answer is simple, according to Time: Nextel’s purchase will give them the potential to serve 180 million customers — three times the number of customers now covered by the largest cellular operator. Such a huge profit potential defines the seriousness of what is at stake.

Now on to the stuff that wasn’t said. Just where in the heck in the RF spectrum are these guys? To summarize — and it is good news — they’re far away from us. The current cellular phones operate in the 870–890 MHz range; SMR is just below that in the 850s; and the satellite systems and PCNs are in the 2 GHz range. These systems will not represent a threat to our current operations.

Does that mean that our assigned frequencies are ours forever? Not necessarily. Assuming that this reworking of SMR is profitable (and there is every indication it will be — hugely so) others will undoubtedly look for ways to cash in on an industry enjoying phenomenal growth. It certainly means we must be more vigilant than ever in watchdogging the communications industry.

There are some physical laws on our side, though. Operating on model frequencies has some distinct disadvantages when it comes to personal communications. In a twist on the architectural adage that form follows function, consumers insist that each of these devices be more compact than the last. That’s not a particularly easy feat to engineer in the RC band. Imagine trying to sell a phone with an antenna the length of the ones on our transmitters.

Radio operations in the UHF range (cellular phones) and microwave range (PCNs) also tend to be less prone to background noise and interference. Right now, there is no contest when it comes to which band to use: UHF wins, hands down. In the meantime, NPRM 92-235 is still being rewritten by the FCC as we anxiously await its re-release. Look for more updates as we receive them.

I’d like to close this month with a reminder about the AMA Special Interest Groups (SIGs). Virtually everything is represented by a Special Interest Group — from Free Flight to Control Line Aerobatics to Helicopters to quarter-scale models.

Joining a SIG means more than just hanging out with the guys who “fly what you fly.” SIGs offer a great knowledge base that can help you get more out of your modeling. These groups produce newsletters that focus on their respective interests, and they often organize their own fly-ins and contests. SIGs also make you a part of the collective voice that works with the rules and the contest boards.
