Focus on Competition

A Note From the Technical Director — Bob Underwood

The swallows fly to Capistrano, the salmon swim to the breeding grounds, the buzzards flock to Hinckley and every two years the rule proposals come home to Headquarters. Some of what those animals do when they get to their appointed place may remain a mystery, but I do know what happens to the rule proposals. Eventually, after months of pushing and shoving, they wind up in printed form as part of a new rule book.

Guess what — a new year is just around the corner and so is the new 1992–1993 Competition Regulations. This column provides a few insights into what you can expect to find when you get your copy.

  • The print size is slightly larger, with different line spacing and a new type font to improve readability (easier to read, not necessarily easier to understand).
  • The book will be printed on white paper instead of the grayer newsprint used previously.
  • The physical size of the book remains the same. An 8½ × 11 in. format was suggested but did not gain support.
  • Expect about 30 more pages — a small increase from print size changes and a larger increase from added text.

Below are the high spots of changes by section.

General section

  • Few changes overall.
  • Records: paragraph 2 was revised to clarify setting records at world championships.
  • Minor changes in the "Selection of National Champions" section.
  • Paragraph 4: model identification was aligned with Safety Code requirements. Models now need the owner's name and address or AMA number in or on the model. Note: any Competition Regulations event with a special requirement will still govern that event.

Free Flight

  • Major rearrangement: events were regrouped into a more logical sequence.
  • Several events dropped: Time Target Gas, AMA Cub Special, Hand Launch Glider, and Outdoor Helicopter are removed.
  • Coupe rules are listed as F1C and follow FAI rules.
  • CO2 rules: the former single event was split into small and large classifications.
  • Catapult Glider: important changes to launching, number of flights, and scoring.
  • Launching methods for several events were clarified by referring to the General Free Flight rules.

Indoor

  • Two actual changes to Indoor rules (both found in Bostonian).
  • Material was reorganized for clarity and additional references added.

Control Line

  • Extensive editing throughout the section.
  • Most rule changes were small wording or numeric adjustments; study your area of interest carefully.
  • Speed: changes to line length and pull tests were made.
  • Safety-based changes are in progress (primarily for Speed) and may affect line size or pull tests; watch Model Aviation for emergency proposals and research results.
  • Racing: changes related to exhaust systems and heat setup.
  • Carrier: two minor changes; one word in item 2 describing the carrier deck was changed — read the section carefully.
  • Combat: pilot circle size reduced from five feet to three feet in several places.

Precision Aerobatics

  • A safety thong is now required.
  • Cleanups made relating to hand signals (paragraphs 7 and 11).

RC Aerobatics

  • Significant changes:
  • Reassignment of maneuvers and classes; all classes now include turnaround-style maneuvers and K-factors assigned to each maneuver.
  • The Expert class no longer exists.
  • The Judges Guide was virtually rewritten to clarify judging points and list specific items to consider.
  • Noise limits: all classes reference noise limits. A scoring penalty applies for models exceeding the maximum dB reading. The contest director may delete the noise requirement but must state that at event announcement time.

RC Sport Aerobatics

  • Name changed (now RC Sport Aerobatics).
  • Classification changes affecting many pilots.
  • References moved: Giant Scale specifications were relocated to Sport Scale; the old Giant Scale event disappears and now is referenced as Sport Scale.

RC Sailplanes

  • Minor wording changes to items 3.1.2 and 3.13 for clarification.
  • A couple of changes to aid homologation of records.

RC Pylon Racing

  • Small changes: paragraph 10 of Formula I rules and item 3.2.1 in 1/2 A differ.
  • The board also noted long-standing contradictions and clarifications that may be proposed next cycle.

RC Helicopter

  • Entire section rewritten; three classes plus FAI instead of the prior two classes and a third FAI event.
  • Read the new text carefully; many subtle changes may affect competition habits.

Scale

  • Numerous changes across events:
  • Peanut Scale: allows two different scales for model size.
  • Control Line: new Profile Scale event, official score sheets for Sport Scale, scoring changes for Precision and Sport, rewrites of documentation requirements, a deletion in 4.6 Declaration, and more.
  • RC Precision: remains with a couple minor changes.
  • RC Sport Scale: many minor changes. Notable items:
  • Spinners used for flying must be presented at static judging for comparison.
  • Static judges must note droppable stores present at static judging.
  • Maneuvers or scale operations that cannot be performed by the pilot in the aircraft are not eligible options.
  • Scoring will be to the nearest half point.
  • An official flight is defined.
  • Giant Scale no longer exists; its specifications moved to Sport Scale (Sport Scale now allows up to 55-lb. with fuel and engines up to 6 cu. in. two-stroke or 9.6 cu. in. four-stroke).
  • Fun Scale: follows Sport Scale changes; may be conducted in different classes with advanced notice. The words "entry level" were deleted from the opening sentence.
  • Helicopter Scale: allows a two-minute freestyle instead of one minute; scoring, static judging, and maneuver changes.
  • Sailplane: includes a definition of an official flight (item 7.4).

Electric

  • Event 627, Sport Scale, removed.
  • Two new events added: RC Indoor Electric and RC Seaplane.
  • Maximum weight for battery packs was deleted.

Special Events

  • Climb and Glide: many sections rewritten; paragraphs 3.2 and 3.3 are different. Contest procedures, engine run time, maximum flight time, and scoring revised.
  • New event: World War II Combat — 1/2-scale models powered by engines up to .20 cu. in., weighing no more than 2.5 lb., flown in a combat format towing streamers to be cut for points.

The new Competition Regulations book will be sent automatically to District Vice Presidents, Associate Vice Presidents, and Contest Board members. Contest Directors sanctioning contests that include rule book events will also receive a copy with the sanction (this does not include class "C" or "D" contest sanctions). Copies may be ordered from AMA Supply and Service for $2.50. The FAI Sporting Code is available for $5.00; the FAI uses a four-year cycle and the present book labeled 1989 will be used through 1992, with updates published in Model Aviation.
