RULES PROPOSALS—we have them!
Following this short introduction are summaries of the proposals for the 1999–2001 Competition Regulations. Yes, 2001—remember, we are on a three-year rules change cycle now. The current Competition Regulations will be in effect until the end of 1998.
In many cases the proposals as received are too lengthy to publish in their complete form; when this is the case we have summarized what we felt was the intent of the proposal. The complete text of any and all proposals is available by calling the Competitions Department at AMA HQ.
You will hopefully notice that we have tried to publish actual proposals in as many cases as possible, in response to member requests. This becomes a real (and expensive) space issue in the magazine, so please understand when the entire proposal is not printed.
OK, the proposers, the Contest Board chairpersons, and AMA HQ have done our part; now it's your turn. For this process to work, you must read the proposals in which you have an interest (the events at which you fly or officiate). Get out your copy of the 1996–97 (98) Competition Regulations and see what is being suggested as a change, then decide if you agree or disagree with the proposal, then contact your District Contest Board member and let him or her know your feelings. These people are in place to represent your views; however, they can't do that if you don't contact them.
Remember: You are the AMA—not just AMA HQ or the elected officials. AMA is the membership. You control what happens, but you must participate to have this control. If you don't, shame on you. I can't tell you how many times we get calls from upset members complaining about this rule or that, only to find out that they did not bother to comment at the proper time.
This is the proper time; get your comments to the Contest Board members for your district.

Basic Rules Proposals
The following is a synopsis of the rule proposals that have been submitted prior to the deadline as changes for the 1999–2001 edition of the Competition Regulations. The initial vote on these proposals by the respective contest boards will occur during February 1997. Ballots from the contest boards must be postmarked by February 28, 1997. All AMA members are invited to comment on the proposals by contacting the contest board members from their districts. Their names and addresses can be found in the "Competition Directory" published monthly in Model Aviation.
Some proposals are not reproduced here in their complete form because of their length. Every effort has been made to assure that the intent of each proposal has not been changed. Copies of complete proposals are available by contacting the Competitions Department at AMA HQ.

General
- No proposals for the General section have been submitted that require contest board action.
Outdoor Free Flight
- FF-99-1, Free Flight Power, page 12, paragraph 3. Add new paragraph 3.4: "The use of auto-surfaces (i.e., in-flight changes in wing and/or tail surface incidences and/or angular positions, or any other type of inflight trim changes), except for dethermalizing purposes, is prohibited in the 1/2 A Gas event."

- FF-99-2, Outdoor Catapult Glider, page 17. Replace paragraph 4.1 with: "A catapult consists of a handle not exceeding six (6) inches in maximum dimension to which are attached one or more strands of rubber or rubber-like material."

Indoor Free Flight
- IND-99-1, page 24, paragraph 22.6.11. Change to: "Minimum weight at least ten (10) grams for a monoplane or fourteen (14) grams for others."

Change the first two sentences to read: "The fuselage structure must include a box which has minimum dimensions of 1.5 inches in width, 2.5 inches in height, and 3.0 inches in length parallel to the line of flight (3.81 cm x 6.35 cm x 7.62 cm). The width (the horizontal dimension perpendicular to the line of flight) of the fuselage shall not exceed 2.0 inches (5.08 cm)."

Change the first sentence to: "The fuselage must have a transparent windshield and side windows of at least one (1) square inch (6.45 square centimeters) projected area each as viewed from the front or side, respectively. Thus, a wrap‑around windshield can count as both a windshield and side windows." Change the last sentence to: "…and must stand at least 3/4 inch (1.905 cm) above the top of the part of the fuselage ahead of the cockpit."

Control Line
- CL-99-1, page 62 (CL 329), paragraph 2c. Change the current paragraph to allow the use of pressurized fuel systems in Slow Combat. Example wording: "Pressurized fuel systems allowed. Venturi..." Size must be restricted to 20 inches; this must be verified by the Contest Director and can be checked at any time during the event.

Add to paragraph 7.2: "Visual inspection of the shutoff and, if deemed necessary, a functional test." Page 61, add to paragraph 11.1: "If flyaway occurs and the shutoff fails, the contestant will forfeit the match." Add to paragraph 11.2: "If the shutoff is tampered with so as not to work, the contestant will be disqualified from the contest."

- CL-99-7, page 58, add paragraph 3.3: "Aircraft must be equipped with a device that will stop the engine within one second in the event of a flyaway or other incident that allows the aircraft to leave the flying circle. Upon request of the Contest or Event Director, the ability of the device to function satisfactorily must be demonstrated before the match. The device must remain functional for the entire flight period and be repaired or replaced if it becomes non-functional during the match."

Delete paragraphs 8.1d, 8.1e & 8.1f (retain the words "The starting judge will sound a loud prolonged signal at the end of the match" and insert it in 8.1 before the sentence "The match will end when ..."). Change 9.1 to: "A starting judge shall be equipped with a stopwatch and a device to signal the end of the match. The starting judge shall time the overall match and watch for rules infractions." Delete 9.3, 9.3.1, 9.3.2, 9.4 and 9.5. Add new 9.3: "In the event of a flyaway, airtime shall stop when the aircraft departs the flying circle.
